I just realized that having Ship It! indicate that the passenger train is returning with empty cars is not important. The real issue is simply whether the train is returning intact.
I have made a few changes and now seem to have both the passenger trains and the unit coal train working okay in terms of car movement.
But a close look at the car movement reports indicates difficulties with all three of the freight trains. I am not sure if this is a problem with the settings or if it is a reflection of the cars/consignees/shippers balance.
Getting everything working is beginning to become a challenge.
